Where is the best place to buy cell phones?

Note I do not want to upgrade or change my plan with my current carrier but just want to get a new cell phone. Where can you buy cell phones not connected to a plan?

    The best place for that would be ebay you can by unlocked phones not connected to any carrier or plan.
